Oracle launches agent-driven HR applications to automate decisions and execution inside enterprise workflows

New applications embedded in Oracle Fusion Cloud HCM use coordinated AI agents to execute HR processes based on data, policies, and operational context

Oracle has introduced a new set of agent-driven applications designed to automate and execute HR processes within enterprise environments. The offering, called Fusion Agentic Applications for HR, is embedded in Oracle Fusion Cloud Applications and is built to operate directly within existing workflows, using enterprise data, policies, and system permissions to support decision-making and task execution.

The applications rely on coordinated AI agents that can interpret context, trigger actions, and move processes forward without requiring manual coordination across systems. By accessing unified data and operating within predefined governance structures, the agents are designed to execute routine activities while escalating exceptions that require human input.

“HR leaders and managers are being asked to deliver better employee experiences, make faster decisions, and stay compliant, all while operating with leaner teams and more complex policies. This is extremely difficult when so much time is spent chasing updates, reconciling disconnected signals, and moving work across systems,” said Chris Leone, executive vice president of Applications Development at Oracle. “With our new Fusion Agentic Applications that can reason, decide, and act against defined objectives, HR leaders and managers can reinvent key processes such as scheduling, hiring, career development, and employee support by shifting work from manual coordination to proactive execution.”

Running on Oracle Cloud Infrastructure and supported by large language models, the applications extend the existing HCM environment by moving beyond assistance tools to systems that can complete tasks within defined parameters. The architecture allows agents to operate inside the security model of the platform, ensuring that actions follow established approval flows, access controls, and compliance requirements.

Within Oracle Fusion Cloud Human Capital Management, the new applications address areas such as hiring, workforce operations, employee support, learning, and performance management. Instead of relying on manual coordination between systems and teams, the model centralizes execution by allowing agents to manage tasks such as scheduling, contract handling, internal mobility, and employee requests based on real-time data and predefined rules.

The release also includes integration with Oracle AI Agent Studio, where organizations can build and orchestrate additional agents using internal and external components. The platform provides tools to connect automation workflows, monitor performance, and measure outcomes, while maintaining controls over how agents operate within enterprise environments.

By embedding execution capabilities directly into HR systems, Oracle is positioning these applications as a way to reduce operational friction, improve visibility across processes, and allow HR teams to focus on activities that require judgment rather than coordination.
