Technology deployment at Portlight Shelter enables families to complete applications and manage next steps during housing transition

Oracle is supporting the operations of Family Promise of Ozaukee County, a nonprofit that provides temporary shelter and support services for unhoused families, by supplying desktop computer workstations to its Portlight facility in Wisconsin. The initiative focuses on improving access to digital tools that are required for job applications, school enrollment and housing searches.

The Portlight Shelter serves families who are in transition and working toward stable housing and employment. In this context, access to a consistent and private workspace is limited, as many rely on public locations that may not offer reliable internet or adequate conditions to complete tasks that require time and concentration. According to recent data, more than 5,000 people in Wisconsin did not have permanent housing in 2024, including around 2,000 families, which increases demand for structured support environments.

The workstations provided by Oracle create a dedicated space within the shelter where individuals can complete online forms, update resumes, apply for jobs and manage housing logistics. The technology is integrated into the shelter’s daily operations and supports the work already carried out by case managers, who assist families in building financial stability and planning their transition to permanent housing.

“Portlight Shelter is a safe place for people to find their footing before moving into a place of their own,” said Mike Cosgrove, CEO of Family Promise of Ozaukee County. “These new computers and workstations can help our clients focus on what comes next, supported by our broader programs.”

The use of technology in this environment addresses a practical gap in access to digital services, which are often required in application processes for employment, education and housing. By centralising these resources within the shelter, the organisation reduces dependency on external infrastructure and allows families to complete critical steps more consistently.

“Access to technology can help remove barriers and open doors, but it’s only part of the solution,” said Colleen Cassity, vice president of Social Impact at Oracle. “We are pleased to support the approach Family Promise brings to helping individuals and families move toward stability.”

Portlight is part of a broader set of programmes operated by Family Promise, which include rental assistance, support in locating housing and connections to community services. Within this structure, the introduction of dedicated workstations supports a more continuous workflow for families, allowing them to progress from temporary shelter to employment and housing with fewer interruptions.
